BLAINE COUNTY ROLEPLAY COMMUNITY RULES

Please take a moment to review these rules. Our Privacy Policy and Terms & Conditions apply to all members as well.
 
Definitions:
- OOC - Out Of Character
- IC - In Character (limited to the knowledge of the character you are playing as)

Disclaimer: Punishments will vary from warnings, suspensions, or even bans, depending on the severity and your previous history. You have the right to appeal your punishment within two weeks. After that, the punishment will remain permanently on your record. There are also chat rules for all Discord Servers listed in #rules-and-important-info. Rules can be added or modified by Administration, if this happens you will be notified. Use the button below to fill out a punishment appeal. 

1. Common Sense.
Common sense will thrive where rules will fail to keep order. The administration team reserves the right to apply judgment to scenarios when they see fit.
The rules for BCRPC aren't written by legal experts, so from time to time loopholes and inaccuracies in our rules may arise. The admin team reserves the right to suspend or remove people from the group if we believe that they are not BCRPC material. This will only happen in situations where players are deliberately causing mischief in the group but are not actually breaking any rules. The admin team expects all members to use common sense in these scenarios; if you think that something won't be allowed or will get you in trouble it's probably best you don't do it.

2. Respecting others.
We aim to keep the community a nice place and in order for us to do so, some basic rules need to be put into place.
These include, but are not limited to:
Disrespecting members of the community.
Disrespecting administrators.
Communicating with others with the sole intention of insulting them/upsetting them.
Participating in an argument with the sole intention of insulting those involved.
Provoking other community members/administrators.

3. No Disrespect towards Staff.
At no point in time should a member of the Blaine County Roleplay Community disrespect a staff member. Any type of disrespect towards a staff member will not be tolerated at any point in time.

4. No Rioting.
At no point in time should a BCRPC member cause a riot. For Example, using the discord chats to cause a riot or using game chat to cause a riot.

5. Instigating.
At no point should there be Instigating occurring within BCRPC; chats, pm, during Roleplay. This is; arguing, fighting, yelling, calling names. If there is a problem you are to take it to an administrator.

6. Real-Life Threats.
Making real-life threats, either verbally or through written communication, is not tolerated under any circumstances.

7. Reporting Rule Violations.
Members are encouraged to report rule violations promptly using the appropriate channels provided by the community, such as the designated reporting system on Discord.

1. Must remain In Character, unless specified otherwise by an Administrator.
This includes, but is not limited to:
Abusing game chat OOC to troll another player
Skipping/voiding roleplay situations without administrative permission.
Complaining via OOC chats (Discord, etc.) about the way the roleplay scenario turned out.
You may only ask for the reason for an arrest IC and may not turn the situation from IC to OOC by questioning the police in the party chat. Arrests are an IC matter and should be dealt with IC, including false arrests. You are free to bring the case to the admin team afterward.
If you think the other player broke the rules or you're in disagreement with them - you are entitled to call in an administrator for help. However, you are not allowed to pause the roleplay until the admin arrives unless the other player agrees to pause it. If they don't agree - you have to continue roleplaying and submit a complaint after the roleplay is over.

2. No committing crimes in places that are generally guarded.
Places like government headquarters, banks, and other public buildings are usually either guarded or have a live CCTV system with an operator, therefore the police would be immediately notified about any crimes that happen within them. Since there is no way to make an automatic notification, we need you to make sure that proper authorities are notified if you commit a crime in one of the locations listed below you have to request an administrator to alert the authorities about the crime. If there are no administrators online try contacting an officer directly via message and ask them to announce it via discord or statewide radio.
Purposefully raiding government headquarters (for example to break a friend out of jail, or to kidnap a police officer) requires permission from an administrator.
Places that fall under this rule:
Police Departments (Sandy Shores, Paleto Bay, NOOSE HQ)
Fire Departments (Sandy Shores, Paleto Bay)
Humane Labs
Fort Zancudo
Banks (all banks within Blaine County & Los Santos)
Stores (High-end Clothing stores, Ammunition stores, Theaters )

3. You may not force any player into roleplay with sexual harassment unless both parties agree on it OOC.
Due to the fact that many players find roleplaying sexual activities disturbing and/or disgusting, you have to ask the person you wish to roleplay with if they wish to participate. Pedophilia and Incest behavior, however, is not allowed at all.

4. You may not roleplay your character being younger than 16 under any circumstances.
The youngest age allowed to RP is 16.

5. You may not base your character on a famous person.
This includes actors, movie characters, politicians, artists, athletes and so on.
We understand that people tend to have the same names in real life but it has been decided to not be allowed.

6.Realism.
Anytime that you are in roleplay you are to always be realistic in everything that you do. When you are making a call you are responsible if the call does not go correctly or the call does not go as planned. This also includes the law enforcement, fire department and all members of the Blaine County Roleplay Community.

7. Valuing Life.
To value your life you must think of it as your character could die at the next moments' notice based on what you do. This could include: reaching/pulling a gun on someone who already has one aimed at you. Attempting to run away when someone has you held at gunpoint. Doing things that could possibly end your life.

8. Place of residence.
For the sake of realism, all users are required to have a place of address registered to their character, the reason for this is that law enforcement cannot otherwise adequately investigate crimes if players information is not accurate, this excludes homeless roleplay. In the interest of fairness your residence MUST be based on a place that you could realistically afford.

9. Consent in Roleplay.
All parties involved in a roleplay scenario must consent to the actions that might have a significant impact on their characters. This includes but is not limited to, sexual actions, severe injuries (loss of limbs etc.), or character-changing events.

10. Character Development.
Members are encouraged to develop their characters over time, contributing to a richer and more immersive roleplay experience. Frequent character changes without valid IC reasons are discouraged.

11. Community Events.
Members organizing community-wide events should seek approval from administrators to ensure proper coordination and avoid disruptions to regular roleplay sessions.

1. No Metagaming.
Metagaming is very unfair toward other players and can potentially ruin roleplay, therefore the offenses are treated very seriously by our admins.
Metagaming is defined as using OOC information IC. Using an OOC medium such as text chat, Discord messages, etc to contact someone and distribute IC information violates this rule. This includes using the game map, player name tags, spectator mode, etc. To help solve metagaming we require you to go into your GTA 5 settings and turn off these settings.

2. No RDM/VDM.
RDM-Random Deathmatch
VDM-Vehicle Deathmatch
You may not attack or kill players without a legitimate roleplay reason.
You must also initiate with someone before taking any action.
Other offenses related to deathmatching that are strictly prohibited include, but are not limited to:
Revenge Killing - Killing, injuring or engaging with a player who has previously killed you. After your character gets killed - they no longer remember anything about their death, and you're not allowed to use your OOC knowledge about death in any way IC.
Returning to the scene of your death for any reason (e.g, retrieving your vehicle) is not allowed and you should wait until the situation has come to an end before returning to the area. This includes doing these things with an alternative character.
Car ramming - Using a vehicle to ram another player (on foot or in a vehicle) without a proper reason or any roleplay.
Terrorist Roleplay - Roleplay acts like suicide-bombing, kamikaze attacks and etc are strictly prohibited unless you have permission from an administrator.
Bomb Roleplay - If someone wishes to RP a bomb, they need admin permission for it. In order to obtain admin permission, you must provide screenshots of in-depth roleplay of making the bomb and the /time should be included.

3. Spamming.
General rules about Spamming you need to know.
You may not spam any IC chats.
The reasoning behind this rule should be quite clear. Other players intend to roleplay around you and the spamming of a chat will make it more difficult for them to do so. As such, action will be taken against spammers.
Spam-robbing and spam-scamming are not allowed.
You are allowed to scam and rob players, although scamming/robbing should not be treated as a side job. (Participating in more than 3 robberies in less than 24 hours.)
You are also not allowed to target one person for a 'crime' over and over again without valid evidence.

4. Money farming is prohibited in BCRPC.
Being idle during sessions for the sole reason of gaining money is not acceptable.

5. Using OOC methods to escape roleplay is strictly forbidden.
Escaping roleplay after it has been started is strictly forbidden, it ruins the roleplay for all parties involved. You are not allowed to leave a roleplay without permission from an administrator or the other parties involved.
The time frame that allows you to leave a roleplay is 5 minutes. If you are being chased by the police you may not leave the server or go AFK until the 5-minute timer is up as such it will be classified as "escaping" roleplay.
If you legitimately crash/disconnect during a roleplay situation you will usually be given around 10 minutes to come back online. If you don't come back in time you will receive a normal punishment for leaving to avoid roleplay - if you find yourself in such a situation you can try to get ahold of the banning admin (via Xbox Live or forum PMs) and explain the situation to them. If you're found to be saying the truth - your ban will be removed.

6. Replenishing health and/or armor during combat.
Any and all methods of increasing your current health/armor whilst in a shootout/brawl or other similar combat scenarios that may lead to severe injuries caused by physical conflict is strictly prohibited. This includes using drugs/consumables to increase health/armor, such as bull sharks, drinks, and food items.
Note: 'healing' wounds, such as wrapping them with bandages, etc, does not allow you to replenish any health. As said wounds still exist and reduce your functionality. This rule applies to all community members. No factions are exempt from this rule.

7. You are not allowed to purposefully disturb an IC event without administrative permission.
IC events are organized with the intention to entertain the players who participate in them. Any acts that might lead to the event being ended prematurely / being disturbed to the point that players' enjoyment of said event may be disrupted/cause the players to leave are not allowed unless specific permission from an administrator is given. This includes, but is not limited to: shootouts, police raids, bomb threats.

8. Provoking public services and criminals is strictly prohibited (Baiting).
Provoking public services and criminals to get a response (E.G. Pursuits) is strictly prohibited. Provoking is highly unrealistic and very annoying for the parties involved.

9. Departmental Objectives.
Do not readily commit other department’s objectives without consulting with the Administrator of Departmental Operations.

10. Bribing, commanding, or asking someone to vote for a certain thing is strictly prohibited.
Anyone caught bribing, commanding, or asking people to vote for a certain thing will automatically be disqualified.

11. No RC Cars.
Anyone caught using an RC Car is breaking this rule.

12. Character Swapping is Prohibited.
In the interest of fairness to both Civilian and Law enforcement parties, those who have committed any major crime must remain on said character for the remainder of the roleplay session they are participating in. Major crimes include but are not limited to Police Pursuits, Hostage Situations, Shootings, Etc.

13. Sending New Members Large Sums of Discord Money & Items.
Members may not send over $30k (cash or items) to new members. All members must be in the community for a month to receive over $30k (In cash or items) from another person.

14. No targeting of new members.
You may not intentionally target, kidnap, shoot etc. new members (1-2 months in the community) unless approved by an admin.

15 No Government Lawsuits over $1 million.
If your character is improperly treated by SAES you are allowed to sue them for an amount not exceeding $1 million RP cash. This maximum amount will be awarded only in cases where your character is severely changed by the event, i.e. being wheelchair bound.

16 Character use after Arrest.
You may not use the same character in an RP after they are arrested.
Misdemeanor and low level felony arrests are considered bonded out after 2 RPs. Any high level felonies, like murder etc, will be bonded out at the judges discretion.

1. Administrative decisions are final.
Decisions made by anyone that holds the title of admin are to be followed, failure to do so can lead to various consequences.
If you feel that the decision that was made by any admin was unfair or unjust you can appeal the ruling to the Directors for reexamination. The person appealing the decision will be tasked to present his or her case to the Directors, and the Admin that made the decision will also be available to present his or her case if they want to. Once the two have presented their case to the Directors. they will have the ability to deem the decision fair or unfair. If it is deemed fair, the decision that was made will still stand, and will continue to be followed. If it is deemed unfair, the decision will be repealed and is then not expected to be followed.

2. Evading any Discipline Actions, or knowingly engaging with an evading player is forbidden.
Players that are banned from the group should remain banned until such a time that they successfully appeal. Using methods to attempt to play on the server while banned is strictly forbidden. Any players suspecting that another player may be ban evading should report it to a member of the administration team.
You might also be punished if you're found to be assisting someone in breaking the rules. This could be anything from sharing a bug with them to sharing your account.

3. Businesses and groups require written approval from an admin.
Businesses and groups are given additional perks and authority in roleplay sessions. Written approval is required from an Admin detailing what exactly they can and can't do before they are allowed to proceed in roleplay.

4. No Department Hopping.
Department hopping is when a member of the Blaine County Roleplay Community goes from one department to another without filling out a department transfer. They must remain in the department for 30 role play days. Department hopping will not be accepted at any point in time in Blaine County Roleplay Community.

5. Chain of Command.
To keep BCRPC running smoothly and not overwhelm the staff it is imperative that you go to the proper staff members within BCRPC, for example. Department heads & admins based on what you need to talk about/ tell them.

6. Loss of Assets.
If you decide to leave the community you will lose all: money, businesses, criminal inventory, regular inventory valued over 75k per item.
- If you choose to come back within a 3-week time frame assets valued under 75k will be returned to your inventory.
- If you choose to return to the community after those 3 weeks you will lose all your assets and must work to regain those assets.
- Properties purchased by any user may be foreclosed upon when a user either a) leaves the community or b) is inactive for 30 days, users on an official Leave of absence from the community are exempted from this.

7. Notice of Change to Gamertag/SocialClub/Discord.
Failure to inform staff of a change in Gamertag/SocialClub/Discord.

1. OOC chats.
General rules about the OOC Chats you need to know.
OOC is an English-only chat. Use private messages to speak in other languages.
This may seem like a strange rule, however, this is the language that administrators can police properly. The use of other languages makes the administration staff assume that you are speaking about rule-breaking and as such will take action against you. You might be denied access to the server if your English abilities are not capable enough.
No flaming or insulting in OOC chats.
This includes directly or indirectly insulting a player, name-calling of any degree, the use of racial slurs and sectarian comments or any other form of discrimination. We aim to keep the server a friendly place and you should adjust your attitude to that.

2. You may not advertise/barter for illicit merchandise in public chats.
Using public advertisements in order to obtain or sell illegal merchandise has been deemed Non-RP. Considering the fact that the advertisements are RPed processed by a person, it would be rather obvious what someone's true intentions are when creating such an advert.

3. No OOC lying.
OOC lying is strictly forbidden. You may not under any circumstances lie OCC about anything to anyone.

4. Session Swapping.
In the event that a second session should be created those who are to join that session should not immediately leave for the first session that Is filled as it decreases the value of role-playing and detracts from the ability to role-play from those who are in session 2.

1. No advertising other servers or creating services for BCRPC without proper permission.
BCRPC does not approve of services that were made for, but not by itself. The reliability of such services may not be sufficient and may harm the reputation of our community. You may not create things like a Teamspeak server etc unless you have a Directors approval.

2. In-game objects may not be sold for Real-life cash.
Selling in-game properties/money/vehicles for real-life cash, or buying properties/money/vehicles with it is not allowed.
Selling donor vehicles (aka transferring them to someone's account in exchange for money) is not allowed, be it for forum points or real-life cash.

3. There is to be no Console Double Clanning.
It is to be understood when you join BCRPC on Xbox One that it is your main community on this console if you consistently miss roleplays for another community on Xbox or on PC you will be removed from the community, if you are found to be in two communities on Xbox you will be asked to leave the other and remain in BCRPC, for the time being, PC communities are partially exempted from this rule.

4. Donations
Users who intend to allow the use of or give any assets, whether tangible or intangible (Ex: any files, mods, vehicle models, intellectual property, discord servers, etc) , will be considered to be donating those assets both tangible and intangible to BCRPC; they agree to transfer ownership of these items to BCRPC. Therefore, they will forfeit ownership and rights to these tangible and intangible assets to BCRPC and will have no claims over the assets, whether tangible or intangible.

5. Community Servers
Users who intend to use a private or otherwise affiliated server with BCRPC must relinquish ownership to a Director.
